Depends on the reason of the refusal actually.

If the refusal doesn't imply that there's a possibility, better give up.

I mean, if he'd tell you "sorry I can't this week"; that's not a refusal, that's a postponement.

If he'd tell you he hast something else to do, that sounds less good unless it appears something very important.

if he tells you, "another time maybe", hmm that's pretty negativ, forget it.
